
(Kingston, May 28, 2025) JPS President & CEO, Hugh Grant, is pleased to announce the appointment of Mr. Lance Becca as Chief Operating Officer (COO), effective August 1, 2025.
The appointment of the COO marks a significant step forward in JPS’ ongoing efforts to strengthen its organizational structure and to build a more innovative, resilient, and customer-focused utility for the benefit of the nearly 3 million people across Jamaica.
A Seasoned Leader in Utility Operations
Mr. Becca brings with him over 30 years of extensive experience in utility operations, encompassing generation, transmission, and distribution. He joins JPS from Consolidated Edison (Con Edison), a leading regulated utility in New York City, where he most recently served as Vice President of Brooklyn and Queens Electric Operations. In this role, he led a workforce of over 1,200 employees, responsible for the delivery of reliable electricity to more than 5 million customers in two of New York’s most dynamic boroughs.
Before this, Mr. Becca was Vice President of Staten Island Electric Services, overseeing the safe, reliable, and cost-efficient operation of Staten Island’s electric distribution network. He also played a pivotal role in the rollout of the company’s Advanced Metering Infrastructure (AMI), driving improvements in system reliability and customer engagement through the deployment of smart meter technology.
Proven Crisis Management and Leadership Excellence
Mr. Becca is widely respected for his steady leadership in times of crisis. He has led emergency recovery efforts in the aftermath of a number of disasters —including Hurricane Maria in Puerto Rico, super storm Sandy in New York, Hurricanes Katrina and Rita in New Orleans, and after the 9/11 attacks in New York City.

Grant further noted, that “in addition to his operational acumen, Mr. Becca is known for his strong focus on team safety, deep commitment to community engagement and leadership development.”
Mr. Becca is known as a collaborative leader who fosters productive partnerships with both internal teams and external stakeholders to deliver operational excellence and outstanding customer experiences. He holds a Bachelor of Science in Electrical Engineering from New York Polytechnic University, and has completed numerous Executive Leadership courses as well as an advanced engineering program from Power Technologies Inc.
