JPS Elevates Two Jamaican Leaders
As the Jamaica Public Service Company Limited (JPS) accelerates its mission of transforming Jamaica’s energy future, the company has announced the promotion of two standout Jamaican professionals to executive leadership roles, effective May 1, 2025.
Ricardo Case has been appointed Senior Vice President – Shared Services, and Sameer Simms will serve as Vice President – Generation. These appointments are central to JPS’ strategy of Powering Jamaica’s Future — strengthening the grid, expanding sustainable energy, enhancing the customer experience, and fostering stakeholder partnerships.

Their promotions reflect our ongoing commitment to harnessing homegrown leadership to build a smarter, stronger, and more resilient JPS to serve our over 690,000 customers.”
With over 34 years in the electric utility industry, Ricardo Case is a respected leader in engineering innovation and operational excellence. He has led major initiatives in grid modernization, renewable energy integration, and enterprise transformation. Most notably, he championed the “Grid of the Future” strategy — a cornerstone of JPS’ modernization efforts. In his new role, Ricardo will oversee information technology, grid modernization, procurement, fleet, facilities, and enterprise support systems, streamlining internal operations to support the company’s long-term strategic goals.
“Ricardo is a values-driven leader and a force for execution,” Grant said. “He understands how to build systems that work and teams that deliver. His leadership will ensure that JPS operates with precision as we modernize the grid and elevate customer experiences.” Ricardo holds a BEng in Electrical Power Systems from the University of Technology (Utech), a Master’s in Management Information Systems from the University of the West Indies (UWI), and executive certifications from the Georgia Institute of Technology and the University of Hawaii. He is also a registered Professional Engineer and PMP-certified project manager.
A rising star within JPS, Sameer Simms is recognized for his sharp analytical skills, financial expertise, and collaborative leadership. Over the past eight years, he has led high-impact initiatives that generated over US$1.3 million in business value and unlocked more than US$30 million in investment opportunities. He has also strengthened regulatory relationships and implemented performance frameworks that improve transparency and strategic decision-making.
“Sameer has redefined what it means to be both technically sound and people-focused,” said Grant. “He sees the big picture, understands the detail, and brings others along with him. He will be instrumental in ensuring our generation assets are both reliable and ready for the future.” Simms holds an MPhil in Physics (Alternative Energy) and a First Class Honours BSc in Mathematics and Physics from UWI. He also holds certifications in
Corporate Financial Planning & Analysis (FP&A) and Financial Modelling & Valuation (FMVA).
